Проблема эффективности управления сложными водохозяйственными системами, предназначенными, в том числе, для водообеспечения больших городских агломераций, имеет свои особенности, обусловленные рядом факторов. Когда речь идет о системе водообеспечения Московского региона, к числу основных факторов с одной стороны относятся самая высокая в стране концентрация населения. А также сосредоточение промышленности и развитой инфраструктуры на сравнительно небольшой территории. С другой стороны, здесь имеет место ограниченность водных ресурсов поверхностного и подземного стока. Существенное влияние на водообеспечение этого региона оказывают экологические условия, как в самом городе, так и в местах формирования водных ресурсов. В условиях, когда требования к надежности водообеспечения региона будут повышаться, помимо обязательных мероприятий, направленных на снижение удельного водопотребления, неизбежно надо решать проблему управления уже созданной водохозяйственной системой. При этом представляется важным рассматривать задачу совместного управления количеством и качеством ресурсов поверхностного стока. Вот почему проблема эффективности и надежности водоснабжения тесно связана с управлением водными ресурсами региона с помощью водохранилищ. / The problem of the managing efficiency of complicated water management systems including those intended for water supply to large urban agglomerations, has its own peculiarities due to a number of factors. When it concerns the water supply system of the Moscow region, the main factors on the one hand are highest concentration of population in the country, as well as concentration of industry and developed infrastructure in a relatively small area. On the other hand, there are limited water resources of surface and underground runoff. The environmental conditions both in the city itself and in places where water resources are formed have a signifi cant impact on the water supply of this region. Under the conditions where the requirements to the reliability of the region water supply will be increasing, in addition to the obligatory measures aimed at reducing specifi c water consumption, the management problem of the already established water management system will have to be solved. At the same time, it seems important to consider the problem of joint management of the quantity and quality of surface runoff resources. That is why the problem of the effi ciency and reliability of water supply is closely related to the management of water resources in the region through reservoirs.
