Материально-техническая база мелиоративного комплекса является основой обеспечения любого производственного процесса, во многом определяя эффективность, и имеет свою специфику. Тем не менее в настоящее время ее состояние в целом является неудовлетворительным. Отсутствие эффективных механизмов управления инновациями, недостаточное развитие систем стимулирования наукоемких технологий этой области и низкий уровень мелиоративного спроса на инновационную продукцию сдерживают развитие комплекса. Необходимы переход на передовые, инновационные технологии, создание различных организационных структур, механизмов управления и контроля инновациями, проработка систем стимулирования наукоемких технологий и благоприятной среды для их масштабирования и распространения. Для поддержки, продвижения и реализации инновационных технологий создаются различные структуры, объединяющие науку, производство и образование. Это и агротехнопарки, центры трансфера технологий, бизнес-инкубаторы и службы сельскохозяйственного консультирования. Основная цель исследований заключалась в разработке алгоритма принятия решений по сценарию развития и необходимости модернизации материально-технической базы мелиоративного комплекса. В статье рассмотрена структура материально-технической базы, представлены факторы влияния, принципы совершенствования с позиции технико-технологической модернизации инфраструктурного обеспечения, предложены критерии эффективности оценки при планировании и реализации инноваций.
